Behind pleasant-sounding casino names there is often a web of companies that spans several countries. The TechSolutions Group N.V. is one such case. Anyone who has played at 22Bet, National Casino or Bizzo was dealing with this group. This time we take a look at how this network is structured and what that means for Austrian players.

The group behind 22Bet and National Casino

The TechSolutions Group N.V. has its registered office in Willemstad on Curaçao and operates a range of well-known online brands. These include the sports betting and casino provider 22Bet, the more recent portal 20Bet, as well as the pure casinos National Casino and Bizzo. In 2025 a brand called 22Bit was added, which relies exclusively on cryptocurrencies. The group is also closely connected with TechOptions Group B.V., under which the casinos Hell Spin and IviBet operate.

A web of companies between Curaçao and Cyprus

The structure of the group is typical of the offshore industry. The licence sits with the company on Curaçao, but payments from European customers are handled by a separate company in Cyprus, the TechSolutions (CY) Group Limited. A Caribbean company on its own would scarcely gain access to the European banking system, which is why the Cypriot firm serves as a bridge to credit cards and bank transfers. In 2024 a company in the United Kingdom was added as well. This division deliberately spreads the business across several countries and companies.

Five million euros fine in Spain

That this business model collides with the authorities is shown by a case from Spain. The Spanish gambling authority DGOJ imposed a fine of five million euros on the TechSolutions Group N.V. because the company had offered betting and casino games without a Spanish licence. At the same time the websites were blocked for Spanish users. In Australia, too, the media regulator ACMA has formally warned brands of the group, including Bizzo Casino, and had them blocked. Such measures are part of the business for pure offshore providers.

Why the casino losses can be reclaimed

For Austrian players, the same basic rule applies as with all providers. The online casino, that is, slot and table games, requires a licence. The TechSolutions Group N.V. does not hold an Austrian licence. The gaming contract for the casino is therefore void in line with the position of the Austrian Supreme Court (OGH), and the lost stakes can in principle be reclaimed. Pure sports betting, for example via 22Bet, is assessed separately.

As with other providers based on Curaçao, the problem is not the case itself but enforcement. An Austrian judgment is difficult to enforce on the Caribbean island.
